Having undergone significant changes since the collapse of the Soviet Union, Russia is moving from a centrally planned economy to a more market-based and globally integrated economy. Recently in 2008/2009, Russia—which is the ninth largest economy in the world—experienced the first recession after 10 years of economincal growth, stablizing in late 2009/2010. However, as opposed to the majority of the world, Russia’s economy has not been greatly affected by the world-wide financial crises in 2009/2010.
The electronic industry is one of the fastest growing markets in Russia today, ranking third behind the military and trade. In the optoelectronic segment, the development and manufacturing of many different types of LEDs applications has increased significantly. 
Steady growth of the LED programs can be attributed to the support from the Russian government and the proposed ban on the use of incandescent bulbs in the coming years. According to the Agency of Industrial Information, the projected size of the LED market in 2013 will be $14.3 billion (almost double the figure for 2009).
